Free html editors (non-install versions) you can use.
PDPad
Download pspadXXXen.cab at: http://www.pspad.com/en/download.ph p.
Unzip it using WinZip.
Double-click Notepad.Exe.
Select File→New file....
Select HTML in the list and click OK.
It may generates a skeleton HTML file for you. But, since we want to start from scratch, let's erase it.
Select all by Ctrl-A.
Delete all by Delete.
Type the "first HTML file" below yourself.
Select File→Save As....
Type the file name you want and save it in Desktop.
Go to Desktop and double-click the HTML file you just created.
Now it should show up in the browser.
